I doubt that even Hamilton could have justified this, and he believed in much bigger government than Madison did.

This is a waste of taxpayer money that could be spent on … Katrina recovery. In addition, where is the Constitutional justification for such a program?

Let’s say that there are 75 million married couples in the country. They could just give each of us $10. I’d be happier. Happy people are healthy. Sounds like a plan to me. Better than whatever ignorant big government program the Republicans have cooked up here.
