As long as they are treated as commons, they will be over used. And the average citizen will continue to refuse to fund them fully precisely because of the commons aspect.

They might even repair roads.
For the consumer the better idea would be if Indiana would sell them. Maybe you would get a chance for the roads that you pay tolls would actually be drivable.
