- The desire to use the government to prevent people from doing things “for their own good”
- The belief that use of government power to restrict rights is okay because you may prevent someone from impacting the life, liberty or property of another
- The desire to use government to shape society to a vision that is more aligned with our own vision of what it should be like (the religious right, secular left and centrists all do this, so don’t get all righteous with me about what the others are doing).

In other words, each group that wishes to somehow perpetuate a nanny state is using the underlying racist belief that blacks and hispanics are more likely to be criminals to strengthen the thing they want to do. When they say they aren’t racist, they really believe it, and in a very narrow sense they’re correct. Which doesn’t change the fact that racism is present throughout the entire “War on Drugs”.

In the current case it is blacks (and, to a lesser extent, hispanics). In the earlier case it was italians. A tried and true tactic involving the relatively homogeneous majority’s fear of those who are different (skin color, accent, religion are some of the differences used for these “wars”) is very successful. There is a very low key racism involved, in much the same way that Europeans display racism against jews in their continuous opposition to Israel. It’s not an overt, active racism. It’s an unconscious assumption that someone who is black and comes from the city is a drug dealer, for example. It’s a willingness to have dramatically oppressive laws put in place to fight the “War on Drugs” because it is going to be used against the feared others, not the “law abiding citizens”.
