Someone I was arguing with after this broke was claiming there wasn&#039;t negligence.  At the time, I said the cops on the scene probably weren&#039;t negligent, but that someone in the police department or the judge who issued the warrant must have been negligent.

With news like this, it seems to jump from negligence to outright malfeasance.]]></description>
