I think the solution would be to downsize the federal government and limit the federal judicial activism. Then leave it up to the individual states as much as possible so abortion, god, guns, and pork are not used to divide and conquer Americans in federal elections.

The Federal government needs to go on a diet and lose some weight. It has over $8 Trillion dollars worth of debt to pay off.

I think in larger cities, the charitable organizations have expenditures as big or bigger than the government spends, although some private charities do get grants from the state and federal government. The problem is that the communities that form in a city are similar. Your neighbor may be able to offer physical support but nothing that requires a lot of resources. The neighborhoods have become extremely heterogeneous. In a rural society the economic situation are quite varied. It is not that they are more prone to organize and solve a problem, it is just when they do, the persons and resources are already there in the community. If you look into the urban communities, you will find just as many people taking care of an invalid or aging relative, cooking for other neighbors and offering comfort when there is a tragedy.
The rural person does not think of themselves as ever being "those people;" and the Republican's are always talking about "those people." You know "those people" get tired of someone always telling them that they are whats wrong with the universe.

You don't have the perfect nuclear family.
You are not religious enough.
Being poor is always your fault.
Your sexual preferences matter.
Your race or ethnicity matters, if you can't see the world like us.

When the rhetoric of the Republicans stops insulting urban communities and not look at them as "Gotham" and actually run on principle, the colors of the states might change.
