In reality, this is, as you said another layer of bureaucracy and just another person for GWB to blame when his plans don’t come off (which is why several 4-stars turned the job down) because we all know that the commander-guy wont give up control of the war, even to military commanders that are a “tremendously accomplished military leader who understands war and government and knows how to get things done.”
