"It may be difficult to define High Crimes and Misdemeanors," but we all know what it is when we see it." Indeed, I believe that's the intent of leaving the matter vague - if enough in house agree, and the Senate confirms that such and such acts amount to "high crimes and misdemeanors" then, well, that's what they are. And it's directly intended to deal with situations that cannot wait for elections - which I suggest is the case here if it ever was. I believe there’s a simple test here, with precedent.
