If Warner and Luger were serious about doing something about Iraq, they would propose a meaningful remedy, not a nebulous "plan" whereby Bush gets to come up with a possible alternative after September. Americans are dying every day in this pointless sectarian civil war. There is no tactical or strategic advantage to be gained by keeping our troops in the killing zone. Either the Iraqi government can stand on its own or it is a failure. If it can stand, let it. If it is a failure, we should not squander any more of our blood and treasure trying to prop it up. Let there be an end to this.
