What, you mean the Iraqi security forces that are so incompetent and infiltrated by Shi'a militias that they're utterly incapable of conducting operations without the U.S. military holding their hand? We'll be there for another 50 years if we decide to use that rationale.

Pull out now, there will certainly be chaos and bloodshed, but it wouldn't change with a relatively stable government in charge. The government is run by Shi'a who refuse to share power with the Sunni. The Sunni are statutorily barred from participating in the government because of de-Ba'athification laws, which al-Maliki and Sistani have explicitly said are not going to be revoked. Nothing we've done has changed this, so the Sunni will attempt to overthrow the government regardless and the Shi'a will likely restart their efforts at ethnic cleansing once we're no longer holding them back. The only difference between leaving immediately and leaving once the police force is stable is that if we leave now at least we're not helping the Shi'a to run a more efficient genocide.

The bloodshed is unavoidable and all we're doing by staying is taking sides in a civil war, which will have no upside for us in the future. Bush doesn't realize this because he's a fucking neo-conservative bitter-ender who sums up the dynamics of the Middle East in bumper sticker slogans and delusional half-truths and lies. The longer we stay, the worse this is going to get for us, and the worse it's going to be for the people of Iraq.
