Jeff Flake On Earmark Reform

  2. This is a silly posting. He doesn’t get “cut off” – his time expires. Specific amounts of time are allotted to each party’s leaders and that time is divided among those who wish to speak. Exact amounts of time are yielded by party leaders, and when that time expires, the speaker shuts his hole. Rules like this are absolutely essential to keep a 435 member body in order.
