I think that Hillary's plan has only been partially revealed as yet. Once she gets her plan in motion, the mechanism to control demand for health care will kick in. It will start out by encouraging people to be more healthy, and rapidly morph into mandatory exercise regimen, limits on what foods and beverages one can ingest, mandatory birth control etc...
