		<description>I always knew AT&amp;T wasn&#039;t going to rest in pieces back in the 80&#039;s.

The telecoms haven&#039;t been welcomed by the people they&#039;re trying to sell their services to, so their only recourse is to sue. http://www.law.com/jsp/legaltechnology/pubArticleLT.jsp?id=1202422769174

But why sue when it&#039;s more favorable to place a mandate on the cities.  If done quickly, the city won&#039;t be able to pass the responsibility off to the company.  But when did the government turn into a business?  I missed something.
