It’s just like that old joke about lending.

When you borrow $100 from the banker, you can’t sleep at night.
When you borrow $100,000 from the banker, the banker can’t sleep at night.

Just add several zeroes, substitute “U.S.” for “you” and “China” for “banker” and you have the joke applied to real life.
