Distractions like this help legislators focus attention (and even meaningless controversy) on unimportant issues so the electorate will watch the right hand while the left hand moves further into the taxpayer&#039;s pocket.

I&#039;d call this &lt;a href=&quot;http://www.bartleby.com/100/138.31.118.html&quot; rel=&quot;nofollow&quot;&gt;sound and fury&lt;/a&gt; legislation, but it&#039;s too effete for that.

Still, all-in-all, if Congress limited itself to only these types of feckless onanisms instead of constantly adding coercion into every aspect of voluntary life, we&#039;d doubtless have a better functioning country from it.]]></description>
