		<description><![CDATA[I read the bill, and it looked pretty good except for the part that prohibits any of the funding being used for international travel. If we&#039;re trying to find ways to improve our criminal justice system, it only makes sense to observe the results of other nations&#039; policies, especially with respect to decriminalization of drugs. 

Another part that didn&#039;t sit well with me was that the commission&#039;s report is supposed to reach unanimous conclusions. With such a requirement, it seems unlikely that any sweeping changes will come about. I guess a little improvement is better than none at all.]]></description>
