You can add a person to more than one circle, so if you want to create broader “almost public but leave my mother-in-law and other sensitive souls out” circle, you can do that, too.

Circles are easy to use and post to. However the asymetric nature of Google+ is the problem. Does it want to be a social network where I can connect with my friends, or does it want to be twitter where people follow me if they feel like it. It’s trying to be both and I think its missing out because of that. I think facebook’s approach in this regard is much better, people you can interact with or people you just follow.
